I've been doing some testing, and I'm not sure there is a bug.
AFAICT, the GUI code does not pass empty fields to the validation routine.
So provided that the field is completely empty, the validation should work correctly.

I tried with Firefox and Safari; in both cases I can remove a key with no problem.
