It makes sense to me that managing system packages and httpd configurations is something that
should generally be in puppet, as it's necessary repeatability for us should we need to relocate
or rebuild the machine. The httpd config would presumably either proxy to another daemon or
map a directory/filetypes as needed, and you as the developer would be responsible for what
listens on that port or exists in that directory. Best would be if that location was content
served from a VCS working copy. This may not apply to all project VMs, but since whimsy is
sort of a quasi-infrastructure service, we should probably endeavor to error on the side of
putting more of the configuration into puppet than we otherwise would for a generic project
VM.

In terms of the criteria, I usually consider that to be the set of tools, packages, and configurations
which bring the system to the point where it is ready for the developer to install and turn
on their service. We're happy to merge changes to fully puppetize project VMs as well, as
this can only benefit the community in the event of needing to move or rebuild, and provides
a level of runbook documentation that we don't normally have with project VMs.
