The behavior would be similar to "incomplete": the document would be svn mv to received/incomplete
and then there would be an email created that would compose a message that would say:

email the scanned pdf to secretary@apache.org. Alternatively, you can create a detached, ascii-armored
pgp signature and send both the document and the signature to secretary@apache.org.
