I see, my bad.

However the KEYS file is still kept in SVN, it's just in a different SVN repo.

I agree that the KEYS file should not be kept here:

https://svn.apache.org/repos/asf/bookkeeper/dist/KEYS

It must be maintained here:

https://dist.apache.org/repos/dist/release/bookkeeper/KEYS
