Something did eventually timeout in list_committee.pl, but the timeout was quite long - probably
90 secs or more (did not think to time it).
Also pings were timing out, because that stats said 100% failure when interrupted. The ping
timeout is of the order of a second.
So I would have thought that whatever is doing the fallback ought to be able to detect the
issue somehow.
