I asked for a VM that I could deploy to.

That discussion got hijacked by a plan to create an infrastructure managed VM.  I restored
this issue to my original request, and INFRA-10669 now tracks the request to create a VM that
is locked down.

Subsequently, this discussion got hijacked a second time to discuss what Infra is willing
to support.  It is my hope that SVN and LDAP (including performance concerns) are a part of
that.  I once again restored this issue to my original request, and INFRA-10695 now tracks
that infra discussion.

It is my hope that out of this a VM emerges that can be set up to allow the Whimsy PMC to
directly deploy software through some sort of automated process.  It would be very understandable
to me if the infra team chose not to directly support the parts of VM that are deployed in
that manner.
