I'm not going to provide specific details on thresholds. Partly because I don't want to tell
malicious users what they can get away with and partly because I can't remember all the details.

There is a daily (measured over 24 hours) threshold that is far, far in excess of what any
user should trigger.
If you exceed the daily threshold that logs a warning.
If you trigger three warnings in a period that triggers a long term (multiple weeks) ban.
