Note: this also affects the non-JSON processing.

Previously 
http://www.apache.org/dyn/closer.cgi/lucene/solr/4.2.1/solr-4.2.1.zip 
would result in a list of mirrors such as
http://mirror.catn.com/pub/apache/lucene/solr/4.2.1/solr-4.2.1.zip
Now it generates only
http://mirror.catn.com/pub/apache/
