After some investigation, mod_include is in fact enabled on the TLP servers (https://git-wip-us.apache.org/repos/asf?p=infrastructure-puppet.git;a=blob;f=data/nodes/tlp01-us-west.apache.org.yaml;h=3b3e7fde7f459c9c213546eacd2a1a2ff5382417;hb=refs/heads/deployment#l9)

Looking at how subversion is setup, they have this:

<Directory /var/www/subversion.apache.org>
  Options +Includes
  AddOutputFilter INCLUDES .html
</Directory>


Would that do what you are wanting (obviously edited for your docroot)
