Looking into this, the link you provided looks to be very old (from 2008), and I cannot find
any way to try and enable that.

I have been told that if you add a CONTRIBUTING.md, .rst, .txt, etc. file, then when people
try to make a PR, they will have a bar that says "Please review the guidelines for contributing
to this repository." (like at https://github.com/ansible/ansible/issues/new ). However, having
a service that automatically comments on the PRs, I am not able to find anything that provides
the service without it having to be hosted somewhere.

If zookeeper can find a place to host it, I have heard that https://github.com/nrc/highfive
is fairly easy to configure. Also hubot tended to pop up in a my search for a service like
this.
