See https://spamassassin.apache.org/full/3.4.x/doc/Mail_SpamAssassin_Conf.html but basically
two lines in your local.cf on the spamd server(s) and restart spamd.

Untested but I think this would work:

whitelist_to *-reject-*@*.apache.org 
whitelist_to *-accept-*@*.apache.org 

Should then add a -100 to the score for emails to those addresses which as best I can tell
would all be mailing list moderation emails.
