I'm seeing the same problem with Samza/OSX/Git 2.4, but was able to clone the test orc site:
{noformat}heimdallr 13:37 $ git clone https://ssl-test.apache.org/repos/asf/orc.git
Cloning into 'orc'...
...
Checking connectivity... done.
✔ /tmp
heimdallr 13:37 $ git clone https://git-wip-us.apache.org/repos/asf/samza/
Cloning into 'samza'...
fatal: unable to access 'https://git-wip-us.apache.org/repos/asf/samza/': SSL certificate
problem: unable to get local issuer certificate
✘-128 /tmp
heimdallr 13:37 $ git --version
git version 2.4.0
{noformat}
Interestingly, on my linux box with git 1.9.1, I'm able to clone Samza...
