Ok so we have a huge user base on our jira over 60000 users, a lot of spammers etc and that
has 2 effects if you allow all those in the jira-users group to assign issues, you get lots
more spam than normal and you also slow down dramatically the user picker drop down list when
assigning issues as it loads all users into it.

What we would rather do, and we can enable this for you, is allow those in the 'contributors'
role to be able to assign themselves issues. Therefore we'd ask in that case that you add
folks into that role instead.

If that sounds good let me know and I'll enable a scheme that allow it.

I am unable to change permissions here. Is this all intentional?
