Based on HC discussion with Uwe, you only need sudo access to a jenkins account. We will provision
the system with puppet, and restrict sudo su only to the jenkins account. It will be build
with our standard configuration and have security patches auto-applied.

There is also a dependency on the jenkins svn version, which we should be able to pin via
puppet. We will work with [~abayer] on this as well, as this may be solvable on the jenkins
side.
