For the record:
 - This was fixed by making the tamaya site rw for all of the incubator
 - The (then empty) tamaya group was removed from asf-authorization-template.
 - The previous change broke pit-authorization-template which referenced the tamaya group
in asf-authorization-template
 - This breakage triggered warning e-mails to root@ every three minutes until folks in the
UK woke up, read their e-mail and fixed it

Note that the tamaya group is now absent from both templates. This is will need to be fixed.
