Cool. 

Well npm has a command called addUser. It prompts you for your npm username, password and
email. It puts the information into a file called .npmrc which lives in your home directory.

Mine is located at ~/.npmrc. 

I can create a ASF Build user npm account for our nightly builds and generate an .npmrc file
locally. Then if we can copy it into the jenkins user directory, it should work. 

That sound about right?
