It would be really, really, really helpful if ASF can grant some Spark committers push privilege
to GitHub. 

We rely on GitHub pull request workflow for development/review, and a critical part of the
process is git mirroring. While we sincerely appreciate the work INFRA has put into the mirroring
script, we also realize that it is a non-trivial job for INFRA to keep the mirroring feature
work all the time. In the past few months, git mirroring has been consistently flaky (see
linked JIRA tickets). When mirroring is behind by hours, development activity stops and we
waste tremendous amount of time waiting for it to sync up again.

If we can have push privilege to github, when the mirroring is flaky, a committer can mirror
the two git repos manually to resolve the issue. This will also reduce the urgency and workload
for infra to fix mirroring.
