Thanks a bunch, Gavin. I just verified the new account has the necessary permissions. 

It should be okay to leave the old account as deactivated, as people can't refer/assign to
the old one anymore. As for the comments, I see the old account has an Inactive next to it,
which should be fine too. I am also able to do a bulk-update to start watching all the issues
the old account was watching. 

If possible, it would be nice to stop watching issues from the old account. Let me know if
that is possible.
