it's already problematic and causing moderators to ask "WTF?"

example: the java-user@lucene moderation queue has received 15 messages in the last 24 hours
- of which only 1 was a legitimate message for moderators to consider, the other 14 were all
flaged as spam (and rightly so).  Compare that with any day prior to Oct21, and it would have
been unusual to see more then 1 spam message in the moderation queue.  (between Oct1 and Oct8
there were only 6 total messages in the queue - 5 spam, and 1 legitimate)

If the goal is to label but not flag spam so people who are just barely above the "5.0 cutoff"
can still get their messages through, can we *please* do something about filtering all of
these messages with scores of 19 & 24.9, & 26.8 *before* they get into the moderation
