Can you confirm that users in the contributor role can assign JIRAs to themselves without
needing any intervention from committers/PMC/admins? If yes, switching to the default scheme
should be fine with us. I don't believe we have any non-standard requirements except probably
for this particular case which I believe at some point a lot of projects had pointed out.

Please take a look at INFRA-7766 in case it helps shed more light on the permissions issue
for contributors. For Tez, I have tried to most of the committers to the correct "committer"
role but we do have contributors who like to assign jiras to themselves.
