[~coreyg] Thanks for the info. My intention was not to add more work so if "disallowing the
Reporting from closing" will result in a new permissions scheme. we can ignore that part of
the request. 

I believe we had requested to follow the old behavior ( i.e move away from the default scheme
) as we could not get contributors to be able to assign jiras to themselves. I recently noticed
a user in the contributor role closing a jira hence the question of the permissions.

Let me know if the above will result in a new permissions scheme. If yes, I think we can live
with the current roles and educate users accordingly ( and mark this jira as wont-fix )
