In the past we used groups, but over time it has led to more complexity, because groups are
global to our confluence deployment, not to a space. We ended up needing to have scores of
'root-level' admins for Confluence, which became problematic. 

Groups were thus deprecated in favor of Space admins granting permissions to individuals.
