Please migrate Jena top level trunk, branches and tags from SVN to Git.

That is, we are expecting it to look like the current github mirror:
https://github.com/apache/jena/

The current SVN repo is: https://svn.apache.org/repos/asf/jena/

This leaves the website (.../asf/jena/site) in svn.

There are various other ad hoc directories in svn.  We'll care of these after we get used
to the nitty-gritty details of our git workflow - we're assuming SVN will remain "live" because
that's where the web site comes from.  These are not currently mirrored to git anyway.
