I noticed that the Target Version/s field doesn't display at all if it is unset, whereas the
Fix Version/s and Affects Version/s do - this is confusing for users. For instance checkout
this JIRA: 

https://issues.apache.org/jira/browse/SPARK-1938 

Is there any way to have the behavior where the Target Version/s is present and says "None"?
I think otherwise it's a bit confusing to users, since they only see two of the three version
fields by default. 

I don't know much about JIRA, but I think making it a required field might do this or setting
a default value to "None". We are happy to make a version called None or something, if it
helps.
