To be explicit I did: 

1 - I reverted your changes to .ezmlrc. Ultimately this didn't prevent the perl from being
called. 
2 - Rather than trying to unpick how it was being called, and given the delays being seeing,
I just dropped in a dirty 'exit 0;' at the top of the script to stop it from working. 

As David said, this was a quick fox that ultimately brought the symptoms back under control
quickly, and resulted in normal mail flow again.
