This isn't about strong beliefs- we all believe we can and should do better.  It's about being
realistic about how our infrastructure is constituted and what staff can do about it to mitigate
incidents.  It makes absolutely no sense to promise less than 8 hours of downtime a year for
a service when there is no commitment to fund 24x7x365 staffing, no matter how our hardware
situation improves over the short run.

Somewhere between enduring weeks of downtime for core services and a 99.5 % SLA for those
services will be a happy medium that we all can affordably support.
