At present, the asf-mailer.conf file has a section [/incubator/PROJECT] which assumes that
all subdirectories of incubator in SVN are active podlings.

This means that retired podlings which still have SVN trees have to be listed as exceptions.

However, over time, the number of retired podlings with SVN remnants can only increase, whereas
the number of current podlings should remain relatively stable.

I think it might make more sense to change the [/incubator/PROJECT] section so that it lists
all current podlings (except those with specific mailing list requirements).

This should simplify the file, and I think works a bit better if the file is updated a bit
late.

If a new podling is not added to the list in time, then the worst that can happen is that
the commit messages go to the incubator list.
However at present, if a new folder is created, any commit messages will be sent to a mail
address that may not yet exist.

When a podling retires the entry would have to be removed from [/incubator/PROJECT] or [/incubator/LEGACYPROJECT].
There would be no need to add a retired entry. At present the podling must be added to a retired
section as well as being removed from [/incubator/LEGACYPROJECT] if relevant.

For graduated projects it would be best to wait until the incubator SVN tree has been removed.
However if the entry is removed early, the worst that can happen is that the commit messages
go to the incubator cvs list.
