Hi Marvin

If you're using Ant then Ant 1.8.2 adds support for more default excludes [1]. When using
Rat as an Ant task, Rat builds on Ant's default exclusions (rather than automatically ignoring
other directories). If buildbot uses an older version of Ant then I think that upgrading would
resolve this issue. 

A workaround for Lucy would be adding an explicit exclusion into the fileset see http://creadur.apache.org/rat/apache-rat-tasks/examples/basic.html
for example.

I think it may be reasonable for Rat to have a list of automatic exclusions, but this may
have consequences which would need thinking about...
