The {html} macros are not enabled in the new test instance.   Some site have used them for
various things.  Example:

The question really is should we enable them for compatibility with previous stuff or keep
them disabled and let the projects know they'll need to update their pages that use them.
 (I'm going to be editing that  page in the test instance to see what I can do to work around
