Hmm... There seem to be two bugs here:

1. we do uri_unescape() when storing the target URI which encodes %25 to '%' but leaves %3C
and %3E as is and does not convert it to '<' and '>' respectively.
2. we don't to uri_escape() when sending the redirect header.

I don't know why I thought uri_unescape() when storing the target URI is a sensible thing
to do. Two possible fixes: 1. omit the unescape and store as is or 2. fix the unescape and
escape again when writing out the redirect header.

Can anyone see a reason not to go for 1.?
