When I view the _Default Permission Scheme_ for the FOP project, I see that Project Role (Administrators)
has permission to Edit Issues, Assign Issues, etc., however, when I attempt to perform a Bulk
Edit, the only operations listed are: {Close, Move, Transition} Issues, none of which allow
for reassignment.
