Glenn Adams commented on INFRA-5669:
------------------------------------

You say

| Note that anyone who has an account has bulk edit issues karma.
| What is needed in addition to that is peoject level permissions in order to accomplish what
is needed.

When I view the _Default Permission Scheme_ for the FOP project, I see that Project Role (Administrators)
has permission to Edit Issues, Assign Issues, etc., however, when I attempt to perform a Bulk
Edit, the only operations listed are: {Close, Move, Transition} Issues, none of which allow
for reassignment.

| As a project administrator, you should be able to ensure you have those permissions.

When I view the _Default Permission Scheme_ I see no way to modify any permission or to add
bulk edit permission.

> I am the JIRA project administrator for XGC, Batik, and FOP projects. In order to accomplish
this, I need bulk edit permission in order to perform bulk reassignment of issues, as well
as other bulk changes. Please add this permission to my JIRA credentials for these three projects.
