Note that anyone who has an account has bulk edit issues karma.
What is needed in addition to that is peoject level permissions in order to accomplish what
is needed.

Example, if you want to bulk close issues, you must already have the ability to close issues.
Example, if you want to bulk re-assign issues, you must a) be able to re-assign issues anyway
and b) be assigning the issues to someone that can be assigned the issue.

As a project administrator, you should be able to ensure you have those permissions.

IOW: I see nothing I can do here.
