The basic authentication dialog says "ASF Committers".  I would not have been able to get
in otherwise.   Nothing on that page says anything about requiring member/officer authentication.
Complete return text is as I pasted above.  Probably more graceful would be to catch this
at the basic auth stage rather than at form submission time?

In any case, is that what we really want for podlings?  Podlings will have the greatest need
for new mailing lists, but will not be able to do this themselves.  This puts 100% of the
work over to the Mentors, when I think we want to get the PPMC members to start interacting
successfully with Infra at an early stage.
