Cookies can easily be reset - binding it to accounts makes it harder to manipulate scores.
Anyway, I think this fixes the original problem, as users can no longer give a comment a -1873
rating all by themselves.

If you want to discuss the intentions and purpose of the ratings system, I suggest we take
it up on infra@ instead.
