The Pootle software has a feature where anonymous uses can make suggestion that can be accepted/rejected
by registered users later on.
This feature doesn't work the Pootle instance running at Apache (translate-vm). Suggestions
can't be accepted.
Normal workflow:
1. anonymous users make suggestions
2. registered user review and accept or reject it
3. in case of accept the string is copied in the edit field and can be submitted
