If you build the site without the proprietary pieces in place, you will get everything except
the javadocs for the connectors that are intended to connect to certain proprietary systems.
 That is certainly a solution if you believe that the mere publication of javadoc on a site
for open-source classes is indeed a violation of Foundation policy.

Or, is it your understanding that foundation policy requires that all source code distributed
under the Apache license must be buildable by anyone, regardless of their setup and what they
may or may not have access to?  If that is the case then it might well be impossible to support
a project that (for instance) was written in C#, since C# is a Windows-only language.  Lucene.net
certainly would violate that rule.
