Rather than file micro-requests to tweak each screen, would it be possible to delegate some
screen-editing permissions to couchdb committers?

One thing we particularly want to do is to customise the 'New Issue' screen, both to make
it friendlier for new contributors and to prevent the setting of fields like 'priority' and
'fix for version' that should be determined by project members and not the reporter.
