SSH public key not saved when user does not enter password

Steps to Reproduce:

1). Login to id.apache.org
2.) enter in a SSH Public Key (do NOT enter password)
3.) Click "Submit Changes..." button
4.) View the error message and realize you did not enter your password
5.) Press the back button on your browser
6.) Verify the SSH public Key field is populated
7.) enter password
8.) Click "Submit Changes..." button
9.) User is told the account was updated

(the SSH Public Key was NOT added)

Work around is simple, start back at id.apache.org and do NOT forget to type your password
