I updated http://www.apache.org/dev/project-site.html to better match current practice, including
a brief intro on how svnpubsub works for site deployment.

Brian, that's basically what the svnpubsub-based mechanism does. The live project sites are
served by separate web servers based on static content from a specified folder in svn. Instead
of directly accessing the svn server (which is troublesome for various reasons), the web servers
use local checkouts that are automatically kept up to date using a publish-subscribe mechanism
based on svnpubsub.

In this case we want the live web servers to serve the content from .../incubator/cordova/site/public
at http://incubator.apache.org/cordova/.
