Atlassian are investigating. They can't recreate with a clean install. They are currently
trying to load an xml backup (all 220MB of it) of the ASF Jira instance but hitting some import
issues (possibly caused by data consistency issues we'll ultimately need to fix). I'm not
expecting further progress until next week at the earliest.
