Citing Mark Thomas from a mail on jspwiki-private and infrastructure-private:

This could well be an argument (as much as I dislike role accounts) for creating a role account
for the JSP wiki private list that has the necessary watch configured. If you want that, please
create an infra Jira ticket to create the account.
