@Paul - Good point, I hadn't thought about git-svn as prior art. I've also noticed that other
services like CIA seem to work on a single commit level so it would be consistent there as
well.

@Jukka - I hadn't seen that particular project but I have been looking for other examples.
That particular project looks like it'll be a good reference but it doesn't seem to be geared
towards handling the amount of traffic that I expect the ASF would generate.

I'll start looking into sending emails once per commit and just add in limits so that commits
can't accidentally generate tons of emails by accident.
