This only works if you explicitly send to jira@apache.org.  (As I'm doing now.)

So...no, the use case Chris wants doesn't actually work...unless we
either subscribe jira@apache.org to the OODT lists or turn off
Reply-To munging and make replies go to jira@apache.org by
