I'm -1 to making code releases that are not under the org.apache.* packages.  There's been
more than ample time to update the com.opensymphony.* code into appropriate Struts-related
packages.

Note that if we're waiting to release something that has urgent security fixes, then it's
fine to go ahead anyway; getting security fixes out would take precedence.  But I'd really
like to see ASF code being under org.apache.* when we release it, unless there's an explicit
and worthy reason (and one that the PMC specifically voted to do) to use some other package
name.

(Note I am not on the Struts PMC, but am VP of Brand Management for the Foundation, which
is why I'm bringing this up here.  Apologies if I've missed some sort of formal vote on this
by the Struts PMC in the past.)
