The first link is your "live" confluence space.  The second link, https://cwiki.apache.org/WINK/
 is the autoexport generated site (static HTML) which is the preferred pages to point users
to for read-only needs.  
You don't currently have an autoexport template, so it's using the default behavior, which
generates ugly sites.
The fix, is to create your own template and then have a confluence admin load it in for you.....
