bounce the message. It should indicate that ignoring it drops the message without bouncing
after five days, which is the preferred behavior for spam as the sender address is probably
forged, and that you should actively reject the message if you do want to bounce a notice
back to the sender. I will attach a patch for xdocs/dev/committers.xml with the suggested
wording.
