Make SA filtering more tolerant of unsubscribe messages

We occasionally have issues on the tomcat-users lists where folks manage to get themselves
subscribed but can't unsubscribe. Whilst these folks are rarely the best for providing useful
information to debug (they are often too busy ranting) it does seem to be related to triggering
the SA rules for the unsubscribe message, I suspect because they are using HTML formatted
mail. Could something akin to the following patch be applied to make unsubscribe messages
more tolerant?
