FWIW: I tried adding a new link (?DevelopmentEnvironmentTips ) at the end of:
http://wiki.apache.org/solr/HowToContribute

I was able to add the link to the page, but could not create the new page. I assumed I was
missing something obvious, but seeing this issue, I decided to add my $.02.

It looks like the "yes, I really want to add this new page" link is broken/missing? Here is
the body of the 'new' page (with lack of means to actually add/edit text...?):

This page does not exist yet. You can create a new empty page, or use one of the page templates.
Before creating the page, please check if a similar page already exists.
