Looks like specifying 'http://repository.apache.org/content/repositories/snapshots/' as the
snapshot repository location is the culprit.  I'll update to the shorter 'http://repository.apache.org/snapshots/'
but it seems fine to setup the rewrite rules to let that url through http as well.   I had
forgotten the snapshot url and logged into Nexus to find it.  I suspect it might be a common
mistake.
