A few thoughts:

0) It's a cool and useful plugin.
1) Only on the central JIRA. I don't want to start building custom data in the other JIRAs
and having to figure out how to migrate them.
2) I had performance issue memories, but 2.0.4 onwards claims to have solved these (http://developer.atlassian.com/jira/browse/LBL-65).

We're not really setup for #1 - our setup has the same going into each instance. Not a huge
issue I think - the aim once I can get 3.13.x deployed is to start merging so it would be
a temporary issue of an upgrade meaning the Labels plugin might temporarily vanish until infra
are poked to replace it.
